which copies are here today. The first is headed
Rough Outline of suggested plan of co-operation
between the Hong Kong Government and the Chinese Maritime Customs for the safeguarding of China's Customs Revenue and for the securing of reciprocal
benefits to trade and commerce". The second is
headed A Translation of emorandum submitted to the
Ministry of Finance, and since approved". The second deals more generally with the question of smuggling
across all Chinese frontiers.
